Alderman H. Beech was the first Mayor of Bilston. The photograph shows him with a group of dignitaries after the granting of the Charter making Bilston a Municipal Borough in 1933. To his left is the Earl Harrowby, Lord Lieutenant of Stafforshire. Next to him is the Bishop of Lichfield, and on his left is the Rev. W.J.Havelock Davidson, the founder President of Bilston Operatic Company.

Alderman Herbert Beech became President of the Company in 1939, after the death of Alderman T.R. Wood.
